Determination of Recurrent Fee changes
TARRV successfully lobbied the Tasmanian Government in 2023, to effect changes to The Retirement Villages Act 2004, to limit the amount by which Operators of retirement villages within Tasmania may raise recurrent fees on an annual basis.
Resident Committees may use the tables linked below to determine the maximum amount by which recurrent fees may be raised without a specific vote passed by 65% of residents at the meeting or voting by proxy.
When the operator demonstrates that the rise above CPI is reasonable due to an award increase in wages or through an insurance premium rise , a vote is not required. However, the onus is on the operator to demonstrate the rise and show that it is reasonable in the circumstances.

Desired review of the Retirement Villages Act 2004
Since the RVA was amended in 2023 to limit recurrent fee rises, the TARRV Committee has researched many clauses in the Acts of other States to determine fair changes to clarify the rights and responsibilities for operators and residents. The current problems we have defined are outline in our January Newsletter which may be downloaded here.
Change to TARRV Rules for acceptance of Membership
Under our inaugural rules, the admission of a member to TARRV required members to nominate and second an applicant. We have found this quite difficult and so for the sake of expedience new members may be admitted at the discretion of Committee provided they are current or intending residents of a retirement village in Tasmania.
TARRV Submission to Senate Enquiry on Aged Care Support
Your Committee recently made a submission to the Senate Enquiry into the delay in implementing Aged Care Support Packages.
The submission contributed to a decision to release a further 20,000 support packages in September to November, to reduce the waiting list for Aged care packages. View the submission here.
Annual Resident Survey 2025

National Resident Survey 2024
This report examines the experiences of 4,115 retirement village residents across Australia, providing valuable insights into the benefits of village living as well as areas where improvements can enhance resident satisfaction and financial security. Annual General Meeting August 13th 2025
TARRV's Annual General Meeting was held on August 13th, 2025. The Guest speaker for the occasion was Ms. Brigid Wilkinson, CEO of COTA Tasmania. Brigid spoke on the role of COTA in supporting Tasmania's elderly citizens. The slides accompanying Brigid's address can be viewed on the .pdf link below.
Current Newsletter
Our current Newsletter, January 2026 sets out the problems TARRV has with sections of the current Retirement Villages Act. We are seeking consultation with the Attorney general to suggest changes to the Act that can make it fairer for both operators and residents.
